In Iowa, hoverboards are considered to be EPAMDs. Electric personal assistive mobility devices (EPAMDs) are allowed to be operated by individuals who are at least 16 years old on sidewalks and bikeways. Operators of EPAMDs do not need to be licensed or registered under Chapter 321. They also do not need to possess a driver’s license or proof of financial responsibility.
When operating an EPAMD on a sidewalk or bikeway, the operator must yield the right-of-way to pedestrians and human-powered devices. They must also give an audible signal before overtaking and passing a pedestrian or human-powered device.
It is prohibited to operate an EPAMD at night unless the person or the EPAMD itself is equipped with a headlight visible from the front and at least one red reflector visible from the rear.
