In Minnesota, an electric personal assistive mobility device (EPAMD), which includes hoverboards, is defined as a self-balancing device with two nontandem wheels. It is designed to transport only one person and has an electric propulsion system that limits its maximum speed to 15 miles per hour.

The laws state that a person operating an EPAMD has the rights and responsibilities of a pedestrian. It may be operated on a bicycle path, but not on a roadway, sidewalk, or bicycle path at a speed that is not reasonable and prudent under the conditions. The operator is responsible for being aware of the hazards and exercising due care.

EPAMDs can be operated on roadways under certain circumstances, such as making a direct crossing of a roadway in a marked or unmarked crosswalk, when no sidewalk is available, when a sidewalk is obstructed, when directed by a traffic-control device or peace officer, or temporarily to access a motor vehicle. However, they are not allowed on roadways with a speed limit of over 35 miles per hour, except for making direct crossings in marked crosswalks.

EPAMDs are not allowed to carry more than one person. When operated on a sidewalk, the operator must yield the right-of-way to pedestrians at all times. When operated on a bicycle path, the operator must yield the right-of-way to bicycles at all times.

EPAMDs must have reflectorized material on the front, back, and wheels, visible at night from 600 feet when illuminated by the lower beams of motor vehicle headlamps.

Local road authorities are not allowed to further regulate the operation of EPAMDs, except in the case of roadways with a speed limit of over 35 miles per hour, where they may allow and regulate their operation.
